This may not be a total solution or fix, but it seems you
are using a syntax for route that is somewhat dated. I would
try routes_eth0="213.251.152.1" in place of your
gateway line and see if that helps at all.

I successfully and simply use dot1q vlans with linux, but
when i want to gear them from /etc/conf.d/net, it fail.
Actually i use the next /etc/conf.d/net:

So in the actual case, i have :
- eth1/192.168.240.1 flow which is untagged (native vlan at

vlan support :
- vlan311/192.168.240.1 flow which use eth1 as tagged
- vlan312/10.240.31.1 flow which use eth1, as tagged
