No, you do not need to be online to read the help file.
The help file is a separate installation.
Have a look at ftp://ftp.gimp.org/pub/gimp/help/ and there
you will see
the latest, all 72 mbytes of it.
Also check your distro, they often have the help packaged
up.
If you are using windows, go to
http://gi
mp-win.sourceforge.net/stable.html and you can download
the help
file in sections
