Why not simply add the sites you trust to give you files into your 'trusted
sites' list in IE7?

Tools>Internet Protection>Security

Then click on the Large green tick and then click on sites.
It fills in the name of your current site for you.

You can of course set the 'internet' zone to allow files to download.
But it's there for your protection.
