Comparing the two files (after downloading both) they are not similar.
The tar help is mostly made up of xml files while the window help
installer installs html files. I don't know if the tar help recompiles
the xml into html files or how that works but either way it's far easier
to just download the windows help installer. Luckly it's much smaller
then the tar help file (although still large).
If you ever run into tar.gz, tar.bz2, .dmg, .hqx or .sit it's very safe
to assume it's not designed for windows.
