I'm trying my first install of Gimp 2.3 (on WinXP) using:
SourceForge.net: Files
"gimp-2.3.18-i586-setup.exe"
http://sourceforge.net/project/showfiles.php?group_id=121075
Install appeared to run correctly (I installed in a different folder
than my current Gimp 2.2.13)
First run busily did a "bunch of things" per the Splash window then gave
a "gimp-2.3.exe has encountered a problem and needs to close. We are
sorry for the inconvenience." message.
It left a bunch of messages in the DOS box ending with "Hit any key to
exit", also skeletal Gimp main window and Tip of the day (ie. just the
title43;frames with no contents) (Unfortunately I didn't capture those
messages)
Subsequent attempts to start it immediately show the Dos box containing
ONLY:
"This is a development version of GIMP. Debug messages may appear here.
(Type any character to close this window)" , show the Splash screen
fairly quickly (one or two seconds) and the two empty windows.
After closing the "... sorry for the inconvenience." window and looking
in Process Explorer I see two tasks:
gimp-2.3.exe (parent explorer.exe) and
script-fu.exe (parent gimp-2.3.exe) with:
command-line: "C:Program
FilesAmbPFGIMP-2.3libgimp2.0plug-insscript-fu.exe" -gimp 7 6 -run 1
Per Michael's comments above my default.env contains only:

PATH=C:Program FilesAmbPFGIMP-2.3bin

I tried changing "PATH" to "Path" and then "path" just in case I was
misreading Michael's advice. (My reading of his comment is that "PATH"
would be correct, but in any case failure was exactly the same.
Any advice on what info I can provide to assist in solution etc .... -
Unfortunately I don't have the skill level to compile from source :-(
