Need jpg ext conversion to .eps format for printing requirements -

Tried to load images to printing company for use on converse style
shoes - it requires .eps vector scaled graphics instead of the
pixelated extensions I have. I have never taken a color jpeg and tried
to change it to another ext. out of the normal image ext. What do I
look for, and how do I use it when I find it? Thank you for your time,
I usually just create everything traditional style and then load it
into Corel PSP for tweaks - and I am very lost at this point. Ideas?

You need a tracing utility, which analyzes the bitmap data and converts
it into vector areas.
Happily, Inkscape has a good implementation of the utility potrace.

Download Inkscape from Inkscape.org, there are versions for all OS's.
You'll find the Trace Bitmap command under the PATHS menu. There are a
number of parameters you can tweak to get the tracing quite close to the
original, depending on the number of colors, amount of detail, number of
corners and tight curves, etc.

Inkscape saves files in the SVG format by default, but can export files
to EPS.
