Okay, I downloaded and unpacked one of those files.
As TML suspected, those are not the plugins but are
files used for building the plugins, and are, come
to that, archives containing many such files. The
file that you want is not one of the ones in that
directory.
You want the setup package from SourceForge,
http://downloads.sourceforge.net/gimp-win/gimp-gap-2.2.0-setup.zip?modtime=1130676853&big_mirror=0
which after some interactions will give you a file
you will need to unpackage with the mouse menu,
inside which you'll then find a *-setup.exe file,
which you then run, which walks you through an
installation wizard process; after that, if all
goes well, you'll have the GIMP-GAP package
available to use in making GIF-animation-like images.
