If you're in Edit mode (check the Toolbox setting for the path tool),
it will show that way unless you're directly over an existing path.
Change to Design mode to create a path. You can hold down Ctrl while
in Design mode to temporarily jump to Edit mode.
Having to jump between modes is a bit clumsy, IMO, but having just
one "master mode" would mean more keyboard modifiers or menus, etc.
