GIMP 2.4-RC3 DOESN'T NEED A SEPARATE GTK+ ANYMORE (AND ACTUALLY CAN'T USE
GTK+ 2.10.13, BECAUSE IT'S COMPILED WITH A NEWER VERSION).

OK - I didn't realize GTK was statically linked into RC3. I've become
so accustomed to installing GTK first that I didn't even check.

It isn't. It's just installed to the same directory as GIMP.
