This works in GIMP 2.3.19, but it might be overkill
for your needs.
Put a transparent layer over the existing image.
With the pencil tool, and the single pixel brush,
put a white dot everywhere you want a sparkle to be.
On the image menu, do:
<image>=>Filters=>Light and Shadow=>Sparkle
and take the default settings by clicking OK.
Each dot you made will become a huge sparkle, which
you can now merge down onto the gemstone.
If that's too much for your needs, while the once
transparent layer is still a separate layer, on the
layers dialog, do an
Alpha to Selection
then from the image menu do a
Select=>Invert Selection
Select=>Grow (by 1)
Edit=>Clear
This will trim away the outside row of pixels
off of the sparkles, making them smaller.
