As your e-mail address is in.il, your locale is probably set to Hebrew
or Arabic (and the screenshot indeed confirms that it is a RTL
language that fails to display), and GIMP thus wants to show its UI in
that language. But then you use a font that doesn't cover Hebrew or
Arabic.
There are several ways around the problem. The least intrusive is to
simply run GIMP in English instead. For instance, start GIMP with a
two-line .bat file that sets the LANG environment variable to en and
then starts GIMP. Or just uninstall GIMP and reinstall it without the
localisations. Or just remove the sharelocale folder from GIMP's
installation.
A bit more intrusive (affecting other apps, too) is to change your
locale in the Control Panel's Regional and Language Options to English
or whatever.
Or then you could change the font that GIMP uses when you use the
ms-windows theme engine, it's one of the fonts in Display
Properties:Appearance:Advanced. Choose some font that covers Hebrew
(or Arabic).
Or you could even just stop using the ms-windows theme engine.
