You can done dotted/dashed/dash-dotted lines with the Bezier path tool,
and then stroke the path (in the second dock, in the "Paths" tab, the
icon next to the trash-can). then a dialogue for the options of the
stroke will open. open the "Line Style"; option and you can customise or
select an existing style.
