Sure, all you have to do is either 1) set up your other address to forward to GMail (I prefer this method because it arrives instatntly) or 2) set up GMail to POP messages from your other account.

Now, both of these methods require your other account to offer one of these services.  I know that Yahoo doesn't offer POP for free, I'm not sure about forwarding though.
