The AJAX Search API is currently restricted to use via
Javascript on
publicly-accessible web sites. However, you might stay
tuned in
coming days as some recent changes to the TOU suggest that
this may
change at some point in the future.
In the meantime, you may also consider Yahoo!'s various
search API's.
They include a couple that may be equally or even more
appropriate for
such an application.
