This paragraph is from the section "8. Policy
Requirements for
eCommerce Providers". This applies to eCommerce
shopping cart providers
that enable merchants to use their provided shopping carts
for the
merchants' online store.

This paragraph does not apply to individual merchants who
are
integrating to Google Checkout API on their own.
