Cannot request Deliver

Hi,

I'm testing on SandBox. I post the following request:

It successfully go through but not yet update the status in
Googe
Seller account. The same thing happens to Cancel Request
(which worked
last week). Only request can reflect right away is Charge.
Is it
because my request is syntax error or just sandbox server is
currently
down? Thanks.

Could you let us know if the order status in Google Seller
account is
not updated at all or if it's updated but delayed?
