Callback only sending back two of three notifications

Today I started having a problem around noon CST where the
callback
started only sending back two notifications (change and
risk) and no
new-order notifications.

I am not sure if this is something on my end, however, even
in my
access logs I am only seeing two accesses and before I was
seeing
three.  I am logging the XML files out for testing purposes
and only
see two, this coupled with the access logs has me concerned.

Can someone please let me know if you are having a similar
issue or if
it is something suddenly in my environment.
