You must have enabled merchant calculated shipping in your
cart and
set the default to $999.
When times comes to compute the shipping cost, if you
enabled merchant
calculated shipping, the Google server contacts your server
and you
have 3s to compute the shipping cost.
If you don't answer under 3s Checkout uses the default
shipping price
you specified in the shopping cart. In your case i guess it
must have
been set to $999.
