Only certain orders stuck in "Reviewing" -- Members allowed to c

I notice if a user tries to place an order and it's declined
then
places a new order on top of that, Google seems to leave
those new
orders in "reviewing" for ages. Now I don't know
if this is a bug or
if it's some kind of fraud check but the thing that REALLY
irks me is
that these people are allowed to still do "status"
requests.

GOOGLE is technically still processing the transaction, but
either the
user is too dumb to realize, or Google leads them to believe
that it
is US, the merchant that is holding things up.

If an order is stuck in this or a similar state, should the
user still
be allowed to nag US about order status? Also, is this some
kind of
fraud check or is it a goof in the system?

Not sure but the tech department is working on the situation
and it will be
fixed soon enough.  No there is no fraud it's a programming
issue that
google is fixing.

"Reviewing" state so
we can investigate further?
