I have tried with and without the sandbox to test my cart. I
get
emails stating that it went through but nothing from Google.
I have
checked my account with google and nothing is there. I am
not
confident that I have my cart with google set up right.
Please help.

as far as i ca see you are using Zencart, i recommend you to download the latest version
