I couldn't agree more.  We've been having this issue since
day one
with Google.

If they can't fix the timeout limit, at the very least they
could set
it to return a timeout error rather than a shipping charge
of
"$999.99"

That is something your cart provider is doing. They set
backup high shipping
so when actual shipping calculation fails, user does not
proceed with the
order. This is wrong. Google Checkout is against this
practice and has been
contacting cart providers to not do this.
