Not exactly....  The GC policy states that you can't collect
information
from the buyer before sending them to GC.  If your user is
logged into
your site and then goes to purchase products/services via a
checkout
page, you're fine.  You simply can't collect any information
before the
GC checkout button.  But if they're already logged in
(pre-existing
account) then I believe you are within the bounds of the
policy.  Their
goal is to prevent the buyer from having to enter
information twice to
do a checkout.

Ahh, so Google checkout wouldn't be ideal for or even allow
any sort of
Web applications that require a user to have an account. 
Doesn't this
rule out using it for sites where user identification is
important, for
example, a social networking site or any type of innovative
site that
needs to track its' users and not necessarily their banking
information?
I would like to see something a little more flexible from
Google as a
payment option or gateway.
