I Sell mobility products which are vat exempt for most of my
customers
but i way of self certification ie. them to send a form back
listing
there condition. is there any way this can be achieved with
Google?

    hi the best thing you can do is to use
http://code.google.com/apis/checkout/developer/index.html#merchant_calculations_api


to calculate tax,

there you will have info from the client, but not sure that is enough for you.
