Minimum Info needed to process a transaction via the API; max time

Question 1:

We have a voice IVR system in which customers input / we
calculate:

1) Their CC #
2) Their CC expiration date
3) The price to charge on the card

Is this enough information to process an authorization /
capture?

Question 2:

Paypal allows you to Capture a card up to 29 days after the
first
Authorization. Does Google have a similar grace period
between the
Authorization and the Capture?
