i would recommend you tell them to develop everything using
the
sandbox (a test environment) where the orders aren't
actually
processed, but make it configurable so you can then easily
switch to
production, and for you to easily set your merchant id/key
which is
better if you keep to yourself.
your merchant key is used to sign the messages sent from you
to google
and from google to you, so that the identity of the sender
can be
verified, that's why is not a good idea to give your
merchant key to
other people.
