Sorry I should have followed up to this..
It's not a problem with the form its in the merchant setup.
This was from another post here that was very burried and
hard to
find... There should be somthing about this in the FAQ.
When using the HTML API, you must disable the option that
indicates
you will only be using the XML API. This is done in your
Google
Checkout Merchant Center.
To enable usage of the HTML API:
1. Sign in to your sandbox merchant account (you need to do
this in
your production account too)
2. Click on the "Settings" tab
3. Click on the "Integration" link on the left
hand side
4. Uncheck the box next to " For extra security, my
company will only
post digitally signed XML shopping carts. (Google should
reject all
others)"
5. Click "Save"
