VAT using HTML API

Hi,
I was wondering if anyone can help?

I have tried trawling previous answers to this question and
have tried
implementing posted solutions:

flow-support.tax-tables.default-tax-table.tax-rules.default-
tax-
rule-1.rate" value="0.175"/>
<input type="hidden"

But I am still getting £0.00 as calculated vat on the Google
Checkout
order page.

Can anyone please help?
