You wouldn't really want to create a shapefile just to view
in Google
Earth, would you? You would just create a kml file.
However if you already have a shapefile, and you want to
view it in
Google Earth, then you can convert it to a kml file. There
are several
utilities to do this.
GPS Trackmaker is a free one, with a nice and simple
interface, and a
batch conversion mechanism.

Of course, if you just want to view a shapefile, there are
several free
products that will do this also.. Like arcexplorer
