Moving the Links Dialog - 1 new

After I attempt to move the links dialog toolbar thing (when

link icon on the top right), you can't stop from moving it
anymore... your
mouse becomes the little Plus sign thing + and can't do

For some strange reason all my animated Pictures are black
now and do not work.
Can someone explain what happened to them? Just wondering
if its my computer
or GooglePages. They work on my computer just not on the
Google Website.
