No, there is currently no way to extract or backup the index
files. It
is mainly a design decision from Google, and also probably
because the
files are very large (since the GSA keeps also a cached copy
of
everything).
There are apparently plans in the future to interconnect
several
appliances, to create some virtual cluster (similar to how
Google's
datacentres work).

The hot backup has to crawl the same content as the
production server
(although it can be done with a much lower crawling rate if
necessary).
