Greetings!

There actually does seem to be a bug with the commenting,
both with Query
Expansion and Related Queries.  We run into this all the
time when we teach
the GSA class.  Try uploading without the comments, if it
works I would
report it through Google Support.

Hmm. A leading # on each comment line _should_ work ... so
long as the CSV
file is converted to a synonym compatible file[1]. (For
blacklist files,
only one word per line is allowed.)

Just to reality-check: Make sure the comma-separated lines
are enclosed in
brackets and that there aren't more than 32 terms on a given
line. Also ...
are there any embedded commas in the terms? (It's a
longshot, I know - but I
have to ask!)

Drat. 

Good news: From what I can tell, Software and System Version
5.0 seems
to be content with comments with Query Expansion files. (I
thought it
was OK before as well, but perhaps it broke?)

As for Related Queries, my bad! I should have clarified for
Sébastien:
Related Query files _do_ use csv format (vs. txt). They're
true-blue
CSV files, perfectly suited for editing in MS Excel or
Google
Spreadsheets.

That means enclosing brackets are not necessary/expected.
Alas,
comments are not expressly supported either, per the
docs[1], RFC4180
and elsewhere[2].

Still, I suppose # could be informally allowed. Perhaps that
way lies
interoperability madness though. Fun things to ponder ...

Meanwhile, give Query Expansion files another shot
(w/comments) and
let me know if it works on your end!
