I think you would need to have two categories of meta data
against
each result: a region and a country.
For instance:
My URL
Region=North America
Country=USA
When a region is not selected as a filter, you would only
show the
list of regions as possible filters. Once a region is
selected, you
would show the countries. Since those countries would only
belong to
the region selected, this would simulate drilling-down.
