Accents and special chars problems

I have two problems with accents:

- In  IE, if I search "café" this message
appears:

"Your search - café - did not match any documents.
No pages were found containing "café". "

I use this command:
http://url/search?q=<search&g
t;&amp;output=xml_no_dtd&amp;client=default_frontend
&amp;proxystylesheet=default_frontend;hl=es;

In Firefox, it not happens.

- I need show the same results for "cafe" and
"cafè"
