Is there any service out there that will modify our HR10-250, so that
we can extract mpeg-2 files?

I am dying to move non-OTA (over the air) content over to my Apple TV
in 720p HD!

Currently, I have to digitize it to mpeg-2 720x480 anamorphic files
from the analog output and then transcode it over to the Apple TV,
which, of course, is 480p and not true HD.

I don't know about a service but you can certainly hack the HDTivo
yourself to do what you want. This entire forum was built around a
guide that instructs you on hacking your HDTivo. Just check out the
files section to download a copy of the guide. Note that you need to
disable encryption before you can extract any videos off the HDTivo,
which I believe is explained in the guide.

There is at least one that describes the necessary hacks. You also
might want to check mfslive.org.
