This can definitely be done; InstantCake (the 6.3 versions, but I
don't think the 3.1.5 versions) can use a drive smaller than the
original. We custom-built our release with a 'shrunken' image so it
is definitely doable.

The 3.1.5 IC definitely can't do it, but if you build the 6.3x IC from
scratch it ought to go on just about anything. (Kind of like Alphawolf's
old 6.2 "minimal" image.)
