I am not sure what is in that tar-ball (I always work from
CVS) but
I am pretty sure it will not have any codec source code.
That code
we keep in what we call a 'restricted' repository. You will
need
to sign an additional license to get at it. For public
builds we
provide pre-built distribution libraries that are built from
the
restricted source code.

You can ask on the license mailing list for exact answers.
