In response to this, I am a member of our County's Animal Response Team
which is a part of our State(Pa) Animal Response Team. Each of your states
should have these as part of the National Emergency Preparedness for
disasters. I'm sure you could do both, but I think each community should be
prepared to help it's self as well.
