Hebrew file names in windows

May I help to fix it?
Unfortunately I couldn't make the project to compile. I have
VS6.0 and VS2003, tried both but couldn't succeed. There are
numerous errors on absent projects, lacking .h and .lib
files etc.
Is there any document that states how to download and
compile the project on a clean machine?
