Update Without Purging or Removing Links

Well I figured out what was causing this problem and the
behavior isn't quite what I first described. I think it was
just a coincidence that the pages I used to test this had
the specific head/title/meta order to produce the results I
got, suggesting one behavior, when in fact it was another.
