CR: Default the max supported frame size to CIF for helix player on Symbian

Synopsis: Default the max supported frame size to CIF for helix player on Symbian

The current max supported frame size is 240x180. To align with the current S60 2.8, 3.0, and 3,1 symbian video player, this CR to default it CIF size. The test on ARM9 microprocessor shows the playback quality is acceptable for MPEG4/H.263 CIF size 100kpb clips.
