Checkin: Add DEFINE_SMART_PTR()'s to hxnet.h and hxqosinfo.h

Add DEFINE_SMART_PTR()'s to hxnet.h and hxqosinfo.h

Description
===========
As part of adding smart pointers to more places in the
server,
it helps to have the defines in common places. Following the
precedent set by (among others) ihxpckts.h, I have added the
#include "hxcomptr.h" and the
DEFINE_SMART_PTR()'s to the end
of hxnet.h and hxqosinfo.h.

common/include/hxqosinfo.h


Testing Performed
=================
Verified that builds still worked. This adds nothing to the
code until
it is actually used.

Platforms Tested: linux-rhel4-i686
Build verified: linux-rhel4-i686, sunos-5.10-sparc-server,
win32-i386-vc7
