It appears that Turba does not export the Free/Busy calendar
information
in the VCARD exports, and as such, these never make it into
the sync'd
client. Where should I look to modify this behavior?

OK, I found part of it in the
<horde>/turba/lib/Driver.php....
I added an option to the switch/case statement for
"freebusyUrl' and
that added the item to the vcard, but the entry is getting
cut off.
In LDAP, the entry is
"https://webapps.metalsales.us.com/h
ordecvs/kronolith/fb.php?u=dphillips"
In the vcard, it shows up as
"https://webapps.metalsales.us.com/hordecvs/kronolith/f
rnb.php?u=dphillips"
Note the CRLF between the 'f' and 'b' in the php filename.
I'm trying to
find where the Horde_iCalendar_vcard class is defined to fix
this behavior.

Yup, folded lines are part of the iCalendar/vCard specs. Is
it Outlook
that's not handling them?
