About StartEncoding...

I think you are referring to the ActiveX control.  In that
case, no.  
The ActiveX control is designed such that it passes a job
file to the 
SDK to be run.  You would need to use the C++ SDK for what
you are 
trying to do and leverage the Media Sample APIs for feeding
raw audio 
and video samples to the SDK.
