You could skip this call if you knew the GIF only contained
one image but
it is required for multi-frame GIF images to assist in
skipping to the next
frame in the image.  Its still light-weight because the
pixels are being
streamed which consumes the image width resources rather
than placing
the pixel in the pixel cache which consumes the image area
in resources.
