./configure --without-windows-font-dir doesn't work as expected

Hi,

In order to make the dependency on Microsoft's non-free
fonts
conditional in the Gentoo Linux package system, we tried to
conditionally pass --without-windows-font-dir to the
configure script
(based on user configuration).

I noticed that this doesn't have the same effect as
"--with-windows-font-dir=" (which does do what I
want), so I produced
this small configure.ac fix which allows it to work both
ways.

Please consider applying this for next release.
