de-interlace images captured from video?

Hello everyone -

 

Is there any way to de-interlace a still image that was
captured from
video (in order to remove the lines) through ImageMagick?

 

I would like to achieve the same result as doing the
following in
Photoshop...

Filter > Video > De-interlace

 

I've searched and search and haven't been able to find any
info on the
topic...any help would be greatly appreciated!
