First convert to grey, then threshold to whatever %, then
convert to bilevel.

That sounds pretty reasonable, thanks.  I guess, then, that
the 
threshold function takes a % parameter, and changes anything
brighter to 
white and anything darker to black, thus making the
conversion to 
bilevel non-ambiguous.
