I think many people on this list will be able to say more about this than me, but I can say the following with some level of confidence. Most CMSs will be geared towards non-technical people with regards to content. How little technical skill someone can have and still update/create content will probably depend on the particular CMS being used. However, the installation/setup/configuration of the CMS will require someone with a fairly high level of technical expertise.
