As an owner with complete access to my network of 20 some odd people, I find that I just don't have the time to go through the system and see what people are doing. But that's me and in the end, I do have global access.

There must be a reason for why this person has a paranoia. Perhaps the IT person can recommend monitoring software that can be installed to give the ED peace of mind? Has the IT director asked why the ED is so interested in this access? Is it a search for resumes? It might benefit the employees of organization to know that it is company policy to review the records that are in the system. That could help calm any potential woes up ahead.

One immediate concern is that the ED will make a mistake while in the system causing havoc for the IT Director to fix. I say give the ED the access that they want and make sure that the ED is monitored as well. That's the great part of this. The ED in his/her avarice to find issues - causes one. And then it's curiosity killed the cat.
