Personally, I would not use Yahoo! Groups for something like
this.  As easy as it is to set up a YahooGroup, I would feel
less comfortable counting on Yahoo! to handle the privacy
issues then I would to handle the privacy issues within my
own organization.

Most of the work I do with blogs, Forums, etc., these days,
are done with CivicSpace.  I believe that CivicSpace would
be a very good tool for this, allowing users to have blogs
if you so chose, supporting forums, supporting private
messaging, all with good password protection.
